The United Kingdom and the United States have agreed to a important trade agreement that will maintain zero levies on UK medicine products going into the US market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has agreed to boost funding on drugs through the NHS. This commitment guarantees that duties on these key exports will stay at zero for a timeframe of three years.

This development is in response to recent threats to dramatically increase import taxes on patented pharmaceutical imports, with increases floated reaching double the cost.

"This agreement between the Britain reinforces the international landscape for new treatments and establishes much-needed fairness to transatlantic medicine commerce," an announcement said.

Economic Impact

Drugs represent one of the Britain's most significant goods shipped to the US, which is easily the largest destination for major UK drugmakers.

Statistics show that in the year to the end of September, the UK shipped medicines worth billions to the US. This value made up nearly one-fifth of total UK exports in that timeframe.

"This agreement secures employment, boosts capital expenditure and facilitates the UK to establish itself as a international leader for biotech and pharma," a minister stated.

Detailed UK Commitments

The agreement includes several specific changes from the United Kingdom:

  • Revised Affordability Limit: The UK will raise the affordability limit at which it considers new therapies to be prohibitively costly by a quarter.
  • Boosted Medicine Funding: There is a target to raise overall health service expenditure on treatments from 0.3% of the national economy to 0.6% over the coming ten years.
  • Refund Ceiling: The sum drug companies must return to the NHS to stay within budget will be restricted at 15%. Previously, refunds were more than 20%.

Industry Background

This agreement takes place against a protracted tension between the sector and the ministers over spending levels and approval rates.

These tensions were exacerbated by assertions that American consumers were paying significantly more for the identical medicines than patients in the UK and Europe.

In recent months, several large pharmaceutical investments in the UK have been paused or abandoned, while multi-billion-dollar funding commitments have been pledged toward American operations.

A senior figure publicly accepted that the NHS had to invest a greater share on drugs, noting that its expenditure on drugs had decreased as a share of its total funding over the last ten years.
